International Workshop on
“The South China Sea: Cooperation for Regional Security and Development”
Co-Organizers: The Diplomatic Academy of Vietnam and Vietnamese Lawyers Association.
Time and Venue: Hanoi, Vietnam, 26-27 November, 2009.
I . THE BACKGROUND
Developments in and related to the South China Sea have by and large been consistent to the overall contemporary trend toward greater cooperation in Asia-Pacific.
Efforts have been made by regional countries to stabilize the situation and seek the opportunities for cooperation in the South China Sea area. These efforts have resulted in,among others, the ASEAN Declaration on the South China Sea in 1992, the adoption in 2004 of the Declaration on the Conduct of Parties in the South China Sea (DOC) according towhich all signing parties pledged to seek peaceful solutions to disputes and conduct maritime cooperation in order to maintain regional stability in the South China Sea under the principles of the Charter of the United Nations, the 1982 UN Convention on the Law of the Sea, the Treaty of Amity and Cooperation in Southeast Asia, the Five Principles of PeacefulCoexistence, and other universally recognized principles of international law.
Yet, the South China Sea still remains as one of the areas that could cause regionalinstability. Conflicting territorial claims by parties of the dispute exist. Moreover, they seemto have been compounded by claimants’ development and security needs. Last but not least,the South China Sea’s significance seems to have been wider recognized by many other countries that have stakes in international navigation, maritime safety, natural resource exploitation, environmental protection, and legal effectiveness of the UNCLOS in the area.
Boosting greater cooperation in the South China Sea-related issues and suggesting possible solutions to the dispute – acceptable for all – therefore are desired.
Such an endeavor has been pursued by various scholarly efforts including the South China Sea workshops series sponsored by Canadian International Development Agency and research projects such as the conference on “South China Sea: Towards A Cooperative Management Regime” held by S. Rajaratnam School of International Studies, Nanyang Technological University in Singapore in 2007 etc.
The international workshop – themed “South China Sea: Cooperation for Regional Security and Development” – jointly initiated and sponsored by the Diplomatic Academy of Vietnam and Vietnamese Lawyers Association offers an additional important opportunity, toward this end, for scholars within the Asia – Pacific region as well as from other parts of the world.
II. THE OBJECTIVES
The workshop’s participants are expected to (i) discuss, share and gain new insights from their researches and expertise, (ii) to foster camaraderie among academics working on the South China Sea-related topics, and (iii) to contribute – from scholarly point of view – to possible solutions to the dispute over the South China Sea.
III. THE PROPOSED TOPICS
The themes of discussion include, but not restrict to the followings:
1. Regional and global significance of the South China Sea in the overall context of the international environment.
2. Recent developments in the South China Sea and their implications to peace, stability and cooperation in the region.
3. Ways and means to maintain peace, stability and promote cooperation in the South China Sea.
IV. ORGANIZING MATERS
Workshop participants: Around 40 international scholars from ASEAN countries and China, as well as those from Australia, Canada, France, India, Japan, Norway, Republic of Korea, Russia, Sweden, United Kingdom, Germany, United States will be invited and interact with about local participants.
Funding: The Co-organizers will provide support for the workshop organization, including meeting room, secretariat, documentation, translation, and other facilities.
The organizers will also cover local expenses for invited international participants. The support will include hotel accommodation, local transport and meals during the workshop.
International participants are expected to cover their international travel expenses.
Registration: Participants are invited to register before October 20th, 2009.
